MEANS TESTING FUNDING FOR EIPIC & ESTEP
The Ministry Community Development & Sports (MCYS) introduced Means Testing in April 2006
for all children attending early intervention programmes funded under the National Council of
Social Service (NCSS). In view of this, all users of MCYS programmes under means-testing are required to complete
an application for government subsidy.
In order for our EIPIC & ESTEP children to continue receiving funding for our EIPIC programme, parents of
all children admitted to EIPIC & ESTEP will have to complete the MCYS means test application form and submit
income documents to the Centre on an annual basis. Non-adherence may result in child being charged the full fee
according to the per capita cost (PCC). For FY 08/09, the PCC is $1110.90 (Early STEP programme) and $1042.80 (EIPIC programme)
per month to Rainbow Centre. The PCC is reviewed annually by MCYS & NCSS.
RAINBOW CENTRE SUBSIDIES
Rainbow Centre provides additional subsidies to families in need. All applications for subsidies are to be submitted to the Social Work Department.
Subsidies are granted on a case-by-case basic and are reviewed annually.
